
Frank's practice focuses on representing businesses, whether in drafting contracts, leases , or other documents, or handling commercial litigation. Frank has handled numerous matters for banks, construction companies, real estate developers, municipalities, and many other businesses or organizations.
Frank represents a number of construction companies with regard to general corporate matters, as well as dispute resolution and litigation. He has handled mechanics' lien claims in multiple states, state and federal litigation in Pennsylvania and New Jersey, as well as administrative hearings and AAA arbitration matters. He has litigated Article 3 and Article 4 issues for several banks, as well as numerous asset recovery matters in state, federal, and bankruptcy courts in Pennsylvania and New Jersey. His transactional practice includes the negotiation and documentation of numerous loan deals, leases, and real estate matters. His municipal representation covers a broad range of zoning and land use issues, as well as general transactional and litigation matters.
Community involvement is important to Frank, and he has been appointed Solicitor for the Parking Authority of the City of Chester, Delaware County. He is a board member of the Temple University College of Engineering Alumni Association and the College's Board of Visitors. He served for several years on the Aston Township, Delaware County, Pennsylvania Board of Commissioners, and was chair of the New Construction and Personnel Committees. Frank serves as vice president of the school board of the Unionville Chadds Ford School District in Chester County and Delaware County, Pennsylvania.
Frank also has served as a member of the Board of Directors of a municipal authority as well as on the Paralegal Advisory Committee of the Delaware County Community College.
